Personality:
Pepper, for all the things she has to deal with on a day-to-day basis, is a rather strong and capable individual. She is frighteningly organized (as a good assistant should be) in the planning and maintaining of her boss' daily schedule, his whereabouts, and providing damage control when things get a little too out-of-hand. At first glance, on the surface, she is a composed, well-put-together woman who is in command of what she's doing and what needs to be done [ in a timely manner ]. She is, apparently, "infamous" for these qualities in the public eye, and it's no surprise, given her overwhelming dedication and impeccable work ethic, that she is known for them. Pepper does anything asked of her, mostly without question, and she is timely about completing these tasks so that she can move on to the next crisis-averting assignment. After all, when your employer is Tony Stark, it’s important (and logical) to stay on one’s toes and be aware of everything that’s going on--whether it’s hours or weeks in advance.
Underneath the cool, professional exterior she presents, Pepper is honest and compassionate. She doesn’t hesitate telling Tony how things really are when he does or is in the process of doing something idiotic (which is almost always), and sometimes, this causes a lot interference in her performance. Tony prompts that stubborn streak in her to appear, which then leads her to bouts of irrational moments like threatening to quit when he upsets her with his behavior [ i.e., doesn’t consider asking her before donating an entire art collection she took the time to curate ]. She also possesses a partially dry wit that usually only surfaces when she and Tony argue over his schedule, where he should be (and why he’s late), what he wants done for the day, etc. He knows how to purposely push her buttons, and she does her best not to let him “boss” her around. It is also very evident that Pepper is a pacifist. While she does not say much given Stark Industries advancement on the military weapons front, she refuses to see Tony being so reckless and self-destructive with his pursuit of filling the role of Iron Man. She does everything she is able to do within her power to convince him otherwise.
From this, it’s easy to see just how huge a part Tony is in Pepper’s life; likewise, it’s the same for Tony. She’s his personal assistant, his public relations manager, and everything else in one; there could be no better combination. There is little she won’t do to see him happy, even if it might seem backwards or peculiar or odd at the time. Pepper even admitted to Tony, later after he’d offhandedly informed her of the same thing, that he was the only one she had; which is why she absolutely refuses to be part of what she considers to be dangerous or suicidal. Yet, she will risk her life to try to get him to safety, as she did when Tony was attacked by Vanko. She cares for him on a level that exceeds that of a professional relationship, though she doesn’t admit it. Instead, she tends to hide her affection with teasing remarks and comments that easily hide the way she feels if others aren’t paying attention. She chastises him constantly for every small thing, wanting him to look and act in an appropriate manner (not that he has that word in his vocabulary, it seems), and it doesn’t bother her to act the part of a mother reprimanding her child in those instances. Pepper is more than just an assistant, and she easily falls into whatever Tony needs so that he’s a more functioning person in society. Also, she is almost too quick to forgive him in those moments (mostly, his weird behavior) because she cares for him. [ It’s especially clear when she learns that he had been dying, and he hadn’t been honest with her. ] Pepper values the honesty, at the very least, that they have with each other, and it bothered her Tony could not have come to her with this problem in a straightforward manner.
Because of these things, she doesn’t give herself enough credit in doing what she does. She says she’s not qualified to handle some of the jobs she’s asked to do (like helping him replace his arc reactor or becoming his replacement as the CEO of Stark Industries for a brief amount of time) when she is more qualified than any person Tony knows. Still, out of that same respect and love, she says he could not afford her services if it weren’t for her generosity on the matter. Their relationship is a finicky one; it works, and works well when they’re not being absurdly stubborn with each other. Due to Pepper’s constant up-keep on Tony and understanding (mostly) how he functions, that is. He is the one thing she puts first because he is so important to her.
However, Pepper knows when she shouldn’t get personally involved with Tony, and that shows a lot of self-respect as well as restraint on her part. She’s self-conscious of what they do and say when they’re together in public (rumors tend to spread quickly when you’re a public figure like Tony), and she even protests many of the things he does--as in when they dance together and then excuse themselves to be alone on the balcony. This proves that Pepper is more than just an employee in the company of her boss; she worries about whether or not their contact is inappropriate, and she expects Tony to respect that distance (not that he really does). She disregards this particular behavior when she tells Tony that she resigns from being CEO because she cannot take the pressure of trying to run his company and worry about him at the same time--another very human moment for Pepper. [ She says she will make the transition as smooth as possible though. ] She’s reliable and does well not to fold under pressure (like the time Obadiah caught her in Tony’s office as she retrieved information from his computer there). But she can only take so much, and even people as resilient and hard-working as Pepper have a breaking point. Which is almost always Tony-related.
Pepper, in essence, lives her job, but she does not regret doing it. She rarely has free time; it's always spent wondering what has to be done, where Tony (and sometimes she) needs to be, who they need to talk to, and what to do if Tony does this, this, or this in response to that. She always tries to remain five to ten steps ahead of everyone else so that Tony always looks his best even when he manages to screw it up. It should also be noted that Pepper prefers routine and is not very accepting of change, but she can distract herself with the necessary things that have to be done and adapt, depending on the situation.
Abilities/Powers:
Aside from all those qualifications that make her a rather indispensable PA (incredibly organized and a rather firm hand on almost any situation), Pepper is 100% human. She has no super abilities - unless patience is considered one - and won’t need any sort of limitation. As far as weaknesses are concerned, Tony is (and always will be) the biggest chink in her armor; everything she does is for him, and without that chaotic balance to her life, things might be a little too calm for her.
